Get ECRINS catchment
Queries the EEA ECRINS (European Catchments and Rivers Network System) ArcGIS REST service for a specific functional elementary catchment by ID, fixes invalid geometries, reprojects to EPSG:3035, and looks up the list of countries that catchment overlaps from a fixed catchment-to-country mapping (R function 'get_specific_catchment'). Valid catchment IDs range from 1 to 118
